Description

The City of Irving is seeking proposals from experienced nonprofit organizations to operate a new non-congregate domestic violence shelter. The selected operator will provide input on the design of the facility, fundraise for operational expenses, lease and operate the shelter during a 15-year federal compliance period, and ultimately take fee simple ownership of the property. The proposal requires mandatory attendance at one of the two pre-proposal meetings. • The shelter will be constructed on City-owned property using a combination of HOME-American Rescue Plan, Federal Community Project, and City of Irving General Fund sources. • The operator will be responsible for fundraising for operational expenses. • The operator will lease and operate the shelter during a 15-year federal compliance period. • The operator will ultimately take fee simple ownership of the property subject to a continuing-use restrictive covenant.

Budget estimate

$5,000,000 – $20,000,000

The budget for this proposal is likely to be significant, given the 15-year lease and eventual ownership of the property. However, the exact amount is not specified in the document. The budget may be influenced by the cost of constructing the shelter, the operational expenses, and the fundraising efforts of the selected operator. A rough estimate of the budget could be in the range of $5 million to $20 million, considering the construction costs, operational expenses, and the value of the property.
