FY27 Waste Removal

Winona State University (a campus of the Minnesota State system) is seeking a qualified vendor to provide comprehensive waste‑removal services—including refuse, recycling, and compost—across its campus. The contract will run for three fiscal years beginning July 1 2026, with two optional one‑year extensions. The vendor must conduct an initial waste‑stream analysis, supply and maintain new containers with approved signage, perform weekly compost‑cart service, submit detailed monthly weight/volume reports, and support the university’s goal of achieving a 75 % solid‑waste diversion rate by 2030. Key deliverables also include handling tax and surcharge pass‑throughs, annual container cleaning, and flexible adjustment of container counts or pickup frequency upon short notice. • Perform refuse, recycling and organics collection, transport, and disposal for all campus locations. • Conduct a baseline waste‑stream analysis within the first 90 days and provide monthly diversion‑rate reporting. • Supply new roll‑off dumpsters (early May & mid‑August) and compost carts, maintain signage, and ensure containers are cleaned/disinfected annually. • Provide detailed invoicing that separates Minnesota solid‑waste tax (17 %) and Winona County surcharge (13 %). • Meet early‑morning pickup windows (6:15 AM for non‑residence buildings, ≥7:00 AM for residence halls) and respond promptly to service requests.
