Special Counsel- CO Development Agreement

The Town of Firestone, Colorado is seeking a Special Counsel to support the Town in negotiating, structuring, and executing a Co-Development Agreement for the financing and construction of the St. Vrain Water Treatment Plant expansion and other strategic infrastructure projects. The selected counsel will assist in navigating complex legal, regulatory, and contractual frameworks related to municipal water infrastructure, financing mechanisms, and potential public-private partnerships. • The scope of work includes reviewing and drafting agreements, contracts, resolutions, and ordinances. • The selected counsel will advise on legal structure and risk allocation for co-development agreements. • The counsel will assist in preparing and negotiating contracts related to plant expansion and water infrastructure projects. • The counsel will provide guidance on financing strategies, including municipal bonds, public-private partnerships, and special district coordination. • The counsel will ensure compliance with federal, state, and local regulations. • The counsel will collaborate with the Town’s legal, finance, and engineering teams.
