RFP for HSA/FSA Vendor

The purpose of this Request for Proposals (RFP) is for Washington County to secure administration services for the County’s employer-sponsored Health Savings Account (HSA), Limited Scope Health Savings Account (LSHSA), and Flexible Spending Account (FSA) according to the in-force Cafeteria Plan Document and Summary Plan Description. The successful Contractor will have the ability to perform all the functions below, including FSA administration, HSA administration, providing seamless administration for employees, administering plans according to the in-force cafeteria plan document, updating plan documents, and offering user-friendly employee and employer portals. Key points to consider: • The County is seeking a five-year contract. • The services will go through the RFP solicitation process every five years at minimum. • The County has approximately 1,400 employees. • The proposal must include a cover letter, qualifications and experience, fee schedule, references, and appendices. • The evaluation criteria include expressed understanding of the services, qualifications and experience, cost, and references.
