Description

The City of Ann Arbor is seeking qualified contractors to provide one or more of six sustainability‑related services (weatherization, HVAC/mechanical, electrical, solar‑plus‑battery, drainage/water, and appliance replacement) for the 262 single‑family homes in the Bryant Neighborhood, the city’s pilot carbon‑neutral neighborhood. Contractors will work on a per‑unit pricing model under a two‑year firm‑price contract funded largely by a Michigan Public Service Commission grant. Work must be completed within the contract term, with strict scheduling (site visit ≤ 5 days, job completion within 30‑40 days). The City requires Michigan Builder or Mechanical licenses, EPA 608 certification for HVAC, living‑wage compliance, and specified insurance minimums. Proposals must be submitted in two sealed envelopes (narrative and fee) by May 30 2025, 3 PM, and will be evaluated on qualifications (30 pts), past involvement (30 pts), and fee (40 pts).

Budget estimate

$500,000 – $2,000,000

The overall project is funded at approximately $3.1 million for all upgrades across the neighborhood. Because the City expects to award multiple contracts (2‑3 per trade) and pricing is per‑unit, a single contractor could realistically capture anywhere from a few hundred thousand dollars up to around $2 million, depending on the number of units awarded and the trade(s) performed. Factors influencing the range include the number of homes assigned, the specific service mix (solar systems tend to be higher‑value than insulation), and the firm‑price requirement over the two‑year term.
