The Narragansett Bay Commission (NBC) seeks a qualified consulting firm to plan, design, procure, and implement a new Asset Management Database System for its wastewater treatment and collection‑system assets. The effort includes an initial assessment of existing data, development of system concepts, assistance with software procurement, configuration, data migration, testing, training, and a phased rollout over an 18‑month period. The scope also allows for optional post‑implementation support and maintenance.
• Conduct a comprehensive review of current Hansen/Infor asset data, GIS integration, and workflow gaps, and produce a Development & Design Report.
• Assist NBC in the RFP process for a new asset‑management software platform (short‑listed vendors include Cartegraph, Central Square, Trimble Unity, AMCS, and Maximo).
• Design, configure, and implement the selected system (Oracle 19c backend, web‑based & mobile apps, GIS‑compatible), migrate legacy data, provide training, and manage a six‑month hyper‑care phase.
• Offer optional Phase III maintenance/support services and propose a long‑term service plan.
• Meet NBC’s MBE/WBE participation goal (15 % overall) and comply with extensive federal, state, and environmental regulations.
