The US Air Force is conducting pre-solicitation market research to determine whether qualified sources can provide independent Subject Matter Expert (SME) support for an upcoming Sensitive Compartmented Information Facility (SCIF) IDS/ACS effort at New Boston Space Force Station (NBSFS). The SME support scope includes pre-award planning, solicitation development, technical evaluation support, post-award design review, installation quality oversight, testing and acceptance support, accreditation readiness, and sustainment transition. The Government requires SME support to assist with physical security, cybersecurity, SCIF accreditation, SSO review, ATO/ATC support, AO review, UL 2050 certification, NIST 128-bit encryption certification, training, testing, and sustainment requirements.
• The SME support scope covers multiple phases, including pre-award development, post-award design review, installation, testing, closeout, and sustainment transition.
• The Government is looking for companies with experience in SCIF IDS/ACS support, UL 2050 certification, and NIST 128-bit encryption certification.
• The SME support should be able to provide independent advisory support without creating an organizational conflict of interest with the later design/install contractor.
• The Government is seeking feedback on the feasibility of the SME support scope, recommended labor categories, hourly rates, and estimated hours by phase.
