RFP - 0355 - Identity Management System Solution

KCTCS is seeking a cloud‑hosted Identity Governance & Administration (IGA) platform to replace its legacy PeopleSoft‑based identity system and serve over 1.7 million identities across 16 colleges and the Kentucky Fire Commission. The solution must provide automated provisioning, role‑based and attribute‑based access control, MFA, SSO, extensive API integrations (PeopleSoft Campus Solutions, HCM, Blackboard, Office 365, Entra ID, AD, etc.), and meet stringent security, privacy, and accessibility standards. The contract is a five‑year, fixed‑price engagement with a required implementation timeline of roughly nine months after award. • Deliver a scalable, cloud‑hosted IGA/SaaS solution (preferred AWS) supporting >1.7 M identities and ~240 k active annual users. • Provide near‑real‑time provisioning, MFA/SSO integration, self‑service password reset, audit/compliance reporting, and SIEM (Elastic) log export. • Implement migration of existing identity data, phased rollout, training for KCTCS staff, and ongoing support; optional delegated administration and future SSO/MFA replacement can be priced as add‑ons.
