Agent of Record

The Washington County Department of Human Resources is seeking proposals from qualified firms to provide Agent of Record services. The successful proposer will be required to provide routine group insurance benefit and employee wellness consulting advice, assist the County in evaluating and updating the County's short and long-term strategic plan for employee benefits and wellness, and provide proven, creative solutions to help limit annual rate increases. The proposer must have at least 15 years of experience in providing employee benefits consulting and actuarial services to employer groups and at least 10 years of experience providing these services to public entities in Oregon. Some key responsibilities of the Agent of Record include: • Providing routine group insurance benefit and employee wellness consulting advice • Assisting the County in evaluating and updating the County's short and long-term strategic plan for employee benefits and wellness • Providing proven, creative solutions to help limit annual rate increases • Regularly communicating and assisting the County with any required plan changes and customized notifications that may be needed due to regulatory changes • Reviewing and making recommendations for value-added benefit plans and programs as well as modifications to the design, cost model, and quality of current employee benefit plans and programs • Providing advice and sample communication tools for an integrated communication of employee benefit plans • Developing three to five year rate projections for all health plans to meet County budgeting requirements • Performing annual rate analyses, evaluating and negotiating all insured plan renewals for each fiscal year • Providing actuarial and benefit plan cost modeling analyses related to collective bargaining, new legislatively mandated benefits, or County initiated benefit enhancements or reductions • Preparing and managing RFPs for employee benefits as required by the County • Assisting in developing and implementing agreements with health, welfare and TPA providers in accordance with County timelines and requirements • Ensuring accurate follow-through on all negotiated contractual arrangements made between Washington County and any administrators or insurance carriers utilized by the County • Providing guidance in the integration and on-going management of the County's benefit and wellness committees, including assisting in the development of a strategic value-based wellness plan integrated with the County's benefits.
