RFP:122-26 Fuel Hedging Services

The Massachusetts Bay Transportation Authority is seeking a qualified fuel‑hedging advisor to provide comprehensive risk‑management services for its fuel procurement program. The contractor will review the existing hedging strategy, develop enhanced hedging policies, execute authorized transactions, continuously monitor fuel markets, and deliver detailed performance reporting to support MBTA’s financial planning. • Review and improve MBTA’s current fuel‑hedging program, including policy, strategy, and execution processes. • Provide market analysis, pricing updates, and transaction recommendations for forwards, futures, swaps, and other hedging instruments. • Execute or facilitate authorized hedge transactions, furnish immediate confirmations, and maintain full documentation of all activities. • Deliver periodic reports on hedge positions, market exposure, realized/unrealized gains‑losses, and risk‑management insights. • Serve as a primary point of contact for MBTA staff, attend meetings (including a pre‑bid conference), and ensure compliance with MBTA’s insurance, security, and safety requirements.
