Description

The City of Irving is seeking a nonprofit operator to design, fundraise for, lease, and run a new non‑congregate domestic‑violence shelter on city‑owned land. The operator will manage the facility for a 15‑year federal compliance period, later acquiring fee‑simple ownership subject to a restrictive covenant. Funding will come from HOME‑ARP, Federal Community Project, and city general funds. Proposals must be submitted electronically and attendance at one of two mandatory pre‑proposal webinars is required. • Operate a 24/7 emergency shelter for domestic‑violence survivors (non‑congregate housing) • Provide input on facility design and secure additional operational funding • Lease the property and manage day‑to‑day shelter services for 15 years • Transition to fee‑simple ownership after compliance period, retaining use restrictions • Must be a mission‑aligned nonprofit with experience in shelter or social services • Mandatory pre‑proposal conference attendance (either 7/29 or 8/5) • Proposal deadline: 9/9/2026 3:00 PM CT; questions due by 8/12/2026

Budget estimate

$2,000,000 – $5,000,000

The solicitation does not disclose a contract value. Based on typical municipal shelter operations, a 15‑year lease/operation contract funded by federal, state, and city sources could range from $2 million to $5 million in total annualized costs (including staffing, utilities, program services, and capital improvements). Larger nonprofits with extensive fundraising capacity may negotiate higher budgets, while smaller operators might target the lower end.
