The U.S. Navy’s Military Sealift Command is seeking a qualified commercial tanker to provide a 90‑day time charter for operations in the Western Pacific, primarily out of Sasebo, Japan. The contract will be firm‑fixed‑price, with the daily hire rate to be quoted by the offeror, and fuel costs reimbursed at a set price. The vessel must meet stringent technical, safety, and security requirements, including a double‑hull, inert‑gas system, specific cargo capacity, speed, draft limits, crew nationality restrictions, and certification in the SIRE system. The award will be based on lowest price among technically acceptable proposals, and the contractor must provide extensive reporting, security personnel, and insurance coverage.
