The Federal Highway Administration (FHWA) will award a single‑award, sole‑source IDIQ contract to the Institute of Transportation Engineers (ITE) to develop, maintain, and promote Intelligent Transportation Systems (ITS) infrastructure standards. The effort covers standards for traffic management, advanced transportation controllers, vehicle‑to‑everything (V2X) communications, connected vehicles, and related emerging technologies, as well as education, training, and outreach to state and local transportation professionals. The contract will be administered under firm‑fixed‑price and time‑and‑materials task orders over a five‑year ordering period, with a ceiling of $20 million.
• Develop and update ITS standards (e.g., NTCIP, ATC API, RSU, Connected Vehicles, CDA, CI).
• Address ancillary areas such as public‑transport multimodal access, logistics, IoT, AI, cybersecurity, and data exchange specifications.
• Provide industry education, training, and outreach to transportation agencies and stakeholders.
• Deliver non‑personal systems engineering, testing, and research services under an IDIQ framework.
• Minimum guarantee $50 k, maximum ceiling $20 M, with task orders issued over 60 months.
