Description

The Town of Cary is soliciting qualified suppliers to provide 400,000 lb of Powder Activated Carbon (PAC) for the Cary Apex Water Treatment Facility. Bidders must submit sealed electronic bids by 11:00 AM ET on Nov 9 2026, provide a 1‑lb sample for laboratory testing, and demonstrate removal of PFAS (PFOA/PFOS) as well as taste‑and‑odor compounds (MIB, geosmin). The contract is a fixed‑price agreement lasting approximately four months, with potential extensions subject to CPI‑U adjustments. Delivery must be by bulk tanker within 7 days of notice, and the supplier must maintain an uninterrupted supply throughout the contract term. Evaluation will consider technical performance (lab tests) and lowest responsive price among the three best‑performing carbons.

Budget estimate

$1,000,000 – $2,500,000

Based on the required quantity (400,000 lb) and typical market prices for powder activated carbon ($2–$5 per pound), the contract value is estimated between $1 million and $2 million. If the supplier offers premium, high‑performance PAC that meets the stringent PFAS removal criteria, the price could be at the higher end of the range. Conversely, a standard grade carbon would be nearer the lower end. Additional costs (shipping, freight, taxes) are excluded from the bid price but will be invoiced separately.
