Compensation Consulting Services

SEPTA is seeking a qualified consulting firm to provide comprehensive compensation consulting services for its approximately 9,600‑person workforce. The effort includes a full review and revision of all job descriptions, development of a modern job‑architecture, market‑benchmarking of salaries and benefits, creation of a compensation philosophy, design of compensation structures, stakeholder engagement, incumbent analysis, and implementation support. The contract will run for up to two years, with deliverables phased throughout the 730‑day performance period. The scope is extensive, covering roughly 800 job descriptions across 723 classifications, and requires expertise in public‑sector compensation, union dynamics, and change‑management communications. • Review and revise all existing job descriptions for legal compliance and market relevance. • Design a job‑architecture and career‑path framework, including compensation structures and total‑rewards philosophy. • Conduct market‑benchmarking using public‑sector and private‑sector salary surveys, and provide implementation and communications support. • Deliver interim progress reports and a comprehensive final report, and assist SEPTA with rollout and change‑management activities.
