Bright Start Personnel and Service Delivery

The State of South Dakota Department of Health is seeking a qualified agency to hire, manage, and supervise the personnel who will deliver the Bright Start home‑visiting program (Nurse‑Family Partnership model) across multiple locations in South Dakota. The contractor will staff a Team Lead, multiple Nurse Home Visitors, Program Assistants/Referral Specialists, a Continuous Quality Improvement Specialist, and optionally a Community Health Worker/Outreach Assistant, ensuring all staff meet licensure, training, and reporting requirements. Responsibilities include recruitment, training, compliance with federal MIECHV guidelines, monthly reporting, data entry into the state DMCN system, and participation in quality‑improvement activities. The contract is for five years, with a potential for adaptation to future evidence‑based models.
