Description
This solicitation seeks a qualified small‑business to provide comprehensive petroleum bulk‑storage‑tank maintenance for the VA New Jersey Healthcare System campuses in East Orange and Lyons. The contractor must perform preventive, corrective, and regulatory‑compliant services—including leak detection, over‑fill protection, cathodic protection, hydrostatic testing, fuel polishing, monthly inspections, and emergency spill response—while maintaining required NJDEP UST operator licenses and certifications. The contract is a firm‑fixed‑price, base‑year plus up to four one‑year options, totaling a possible five‑year performance period. The award will be made on a best‑value trade‑off that evaluates technical capability, past performance, and price.
• Perform annual cleaning/polishing, semi‑annual fuel testing, monthly inspections, and triennial cathodic‑protection & hydrostatic testing on all underground & above‑ground tanks.
• Provide qualified NJ‑licensed Class A/B UST operators, and ensure staff hold OMNTEC and Veeder‑Root certifications.
• Submit a 15‑page technical capability statement, past‑performance references, insurance certificates, and a complete price schedule covering all CLINs for the base year and options.
