Smartsheet-Based Federal Block Grant Financial Management Solution

Oregon Health Authority (OHA) is seeking a vendor to design, configure, and implement a Smartsheet‑based financial‑management system that will consolidate and report on federal block‑grant activity for behavioral health and substance‑use programs. The contractor will integrate data from the state’s contract lifecycle system and accounting system, build dashboards, provide validation, testing, training, and ongoing support, all within a six‑month contract term. • Design and configure Smartsheet sheets, workflows, formulas, and dashboards to meet OHA’s block‑grant reporting requirements. • Integrate contract‑level, payment, and pipeline data from CLM and SFMA using Smartsheet Data Shuttle/Mesh (or manual entry) while preserving program‑area classifications. • Deliver testing, user‑feedback refinement, training documentation, and remote training for ~20 end‑users and 5 administrators. • Provide compliance‑focused indicators (spending vs. plan, phase‑switch alerts, risk flags) and ensure the solution aligns with SAMHSA reporting rules.
