RFP- Human Resource Consulting Services

The I‑195 Redevelopment District is seeking a qualified consulting firm to provide on‑call human‑resource planning, policy, and support services. The consultant will act as an external HR advisor, reviewing and updating the employee handbook, job descriptions, succession plans, salary studies, professional development programs, and ensuring compliance with labor laws. Services are to be delivered as needed throughout the contract term, with the District retaining the right to request additional HR‑related tasks. • Review and annually update the District’s employee handbook and related policies. • Conduct salary benchmarking studies and develop succession‑planning strategies. • Provide guidance on labor‑law compliance, benefits research, and professional‑development training. • Supply ad‑hoc HR support such as recruitment assistance, performance‑review facilitation, and policy administration. • Deliver services on an on‑call basis, with flexibility to address emerging HR needs of the District’s seven full‑time and two part‑time staff.
