Building Automation System

Multnomah County’s Department of County Assets, Facilities and Property Management is seeking a qualified contractor to evaluate, install, replace, and maintain Building Automation Systems (BAS) across its diverse portfolio of facilities (including jails, health clinics, libraries, courthouses, etc.). The work will be performed on a time‑and‑materials, hourly basis, with a five‑year base term and an optional five‑year renewal. The contractor must provide 24/7 emergency response, routine preventive maintenance, software and hardware upgrades, and training for County staff. The solicitation includes an optional virtual pre‑proposal conference on November 3, 2026 and requires compliance with Oregon prevailing‑wage statutes, insurance, and performance bond requirements. • Scope includes BAS evaluation, new‑system installation, replacement of existing equipment, and ongoing maintenance. • All work must be performed by qualified technicians (journeyman‑level or higher) with documented experience on at least five comparable projects. • Contractor must deliver emergency response within 2 hours (phone) and on‑site within 4 hours, and adhere to strict warranty and reporting standards.
