Police Extra Duty Coordinator

The City of Spokane is seeking a qualified vendor to act as the Police Extra Duty Coordinator, managing the full lifecycle of the department’s extra‑duty program for off‑duty officers. The contractor will serve as the primary liaison between private clients, officers, and the police department, handling scheduling, contract administration, billing, payroll verification, reporting, and compliance with union and public‑record requirements. This role includes after‑hours support, conflict resolution, and integration with existing city systems such as Telestaff and PowerDMS. The contract is initially for two years with possible one‑year extensions up to a total of five years. • Coordinate all extra‑duty assignments, schedule officers via Telestaff, and maintain client contracts. • Manage billing, invoicing, payroll validation, and accounts‑receivable for a program generating roughly $3 million‑$3.5 million annually. • Provide reporting, dashboarding, and compliance with SOC II, CSA‑STAR, and Washington public‑record statutes.
