RFP-Environmental and Historic Preservation Consultants for BEAD Broadband Infrastructure Projects

The Rhode Island Commerce Corporation is seeking a qualified consultant or consulting firm to provide comprehensive Environmental and Historic Preservation (EHP) services for the state’s BEAD broadband‑infrastructure projects. The contractor will develop an EHP compliance plan, coordinate NEPA/Section 106/ESA reviews for 12 sub‑grantee broadband deployments, manage the NTIA Environmental Screening and Permitting Tracking Tool, provide expert legal and technical advice, streamline permitting, and deliver ongoing project management and transition documentation. An optional post‑contract construction‑monitoring component is also available. • Develop and maintain a detailed EHP compliance plan and schedule for all 12 broadband sub‑grants. • Manage the NTIA ESAPTT system, conduct NEPA/Section 106 reviews, and certify categorical exclusions or extraordinary circumstances. • Provide expert consultation on federal, state, and tribal environmental statutes, support permitting, and deliver weekly status reports and a final transition package.
