East Anamosa Street Extension – Diamond Ridge Blvd to Turbine Dr, TIFD 103

The City of Rapid City is seeking a qualified engineering firm to provide comprehensive professional services for the East Anamosa Street Extension project (approximately 3,150 ft). The scope includes preliminary and final design, utility (water, sanitary sewer, storm sewer) design, roadway and shared‑use path design, intersection improvements, right‑of‑way acquisition coordination, and bidding and construction support through basic and expanded construction phases. Design work is expected to begin winter 2026/27 with construction starting in 2027 and completing by 2029. The consultant will also be responsible for coordination with adjacent property owners, other city projects (e.g., North Rapid Reservoir), and utility providers, and must submit a proposal by 2 pm MST on 23 Oct 2026. Interviews are tentatively set for 12 Nov 2026. • Design of a three‑lane to eventual five‑lane roadway, including pavement (AC & PCC) options. • Design of a shared‑use path and associated drainage, utility, and right‑of‑way impacts. • Water, sanitary sewer, and storm sewer main sizing, alignment, and connection design. • Intersection design at E Anamosa & Elk Vale Rd and N Valley Drive & E North St. • Preparation of bid packages, construction phasing, and construction administration services. • Coordination with the Tax Increment Finance District (TIFD 103) and related city projects.
