Senior Community Service Employment Program (SCSEP)

The State of Idaho, on behalf of the Idaho Commission on Aging, is seeking a qualified contractor to operate the Senior Community Service Employment Program (SCSEP) in Planning Service Area 3 (Ada and Gem Counties). The contractor will manage all program functions—including participant intake, assessment, placement with host agencies, case management, payroll, data reporting through GPMS, and compliance with federal USD Labor requirements—for an initial one‑year term with the possibility of renewal up to five years. The award will be based on a weighted technical and cost evaluation, with a mandatory submission through the IPRO e‑procurement portal. • Operate a federally‑funded work‑based training program for adults 55 + across 41 slots in Southwest Idaho. • Provide full program administration: staffing, participant enrollment, Individual Employment Plans, host‑agency recruitment, payroll, quarterly and annual reporting, and performance monitoring. • Meet federal performance targets (community service hours, employment rates, earnings) and maintain a ≥ 10 % non‑federal local match each program year. • Submit required forms (A, B, C) and supporting documents via IPRO; adhere to strict data‑entry, reporting, and accessibility standards (WCAG 2.1 Level AA/Section 508).
