Omaha Public Schools (Douglas County School District 0001) is seeking a comprehensive Employee Assistance Program (EAP) to support approximately 9,900 eligible employees and their families. The District requires 24 × 7 × 365 access to licensed counseling (up to five sessions per presenting issue), secure text‑based counseling, a dedicated intake team, quarterly utilization reporting, co‑branded digital platform/app, and at least two wellness‑campaign events per year. The contractor must also provide optional virtual‑fitness resources, crisis‑management training, and ensure full compliance with FERPA, HIPAA, E‑Verify, and a robust Data Protection Agreement (exhibit B). The contract is a fixed‑price, one‑year term with up to three optional one‑year extensions. • Core services: licensed mental‑health counseling (in‑person, video, telephone, secure chat) and work‑life assistance (legal, financial, elder‑care, childcare, etc.). • Required deliverables: 24/7 intake, quarterly utilization reports, district‑branded portal, two annual wellness events, and optional crisis‑management training. • Compliance & security: FERPA/HIPAA safeguards, multi‑factor authentication, encryption, annual SSAE‑18/ISO audit, and a 30‑day termination notice clause. • Evaluation criteria include compliance, capacity, past performance, cost, and references.
