Video Directly Observed Therapy (“VDOT”) RFO

The State of Texas, through HHSC and DSHS, seeks a qualified vendor to design, implement, and maintain a secure Video Directly Observed Therapy (VDOT) platform that enables real‑time and asynchronous video monitoring of tuberculosis patients. The solution must be a SaaS offering, support mobile devices, ensure HIPAA‑compliant data transmission, integrate with existing DSHS workflows, provide training, disaster‑recovery testing, and ongoing technical support throughout the contract term. TX‑RAMP Level 2 certification is mandatory before award. The anticipated contract value is approximately $1.14 million. • Provide a secure, cloud‑based VDOT application (web & mobile) for synchronous and asynchronous video observation. • Ensure compliance with TX‑RAMP Level 2, HIPAA, and state privacy/security regulations. • Deliver system integration, user training, and documentation. • Conduct annual disaster‑recovery tests and submit reports at no additional cost. • Offer ongoing maintenance, support, and invoicing per Exhibit M cost proposal.
