Onsite & Telehealth School-Based Mental Health Services (TK–12)

The Palmdale School District seeks a qualified organization to design, implement, and manage a comprehensive mental‑health program for its TK‑12 student population, delivering both onsite counseling and tele‑health services. The contractor will be responsible for recruiting, vetting, training, supervising, and managing all clinical staff, ensuring compliance with state licensing, CDE Non‑Public Agency certification, and DHCS CYBHI billing requirements. The contract is initially a one‑year term with the possibility of four additional one‑year renewals, and the district will rotate orders among approved vendors without a guaranteed minimum volume. • Provide onsite individual, group, and family therapy, crisis intervention, and evidence‑based interventions for all TK‑12 students and families. • Deliver tele‑health sessions via a secure, HIPAA‑compliant platform, adhering to state‑approved billing schedules. • Manage full‑service program administration, including clinician recruitment, training, supervision, credentialing, travel logistics, and EHR documentation, all covered by a fully‑burdened hourly rate.
