School Health Services Support

The Colorado Department of Health Care Policy and Financing (HCPF) is seeking a qualified contractor to operate the State’s School Health Services (SHS) program. The contractor will design, maintain, and support an online cost‑reporting system; conduct annual cost reconciliations; develop and execute audit plans; calculate and submit interim Medicaid reimbursement rates; perform eligibility matching; provide extensive training to school‑based health providers; and manage stakeholder meetings. The contract includes a start‑up phase (Mar 1 2027 – Jun 30 2027) followed by an initial one‑year operational period, with options extending the total term to up to five years. The maximum annual budget is $6,891,068, and the incumbent is Public Consulting Group, Inc. • Deliver and maintain an online cost‑reporting platform (test & production environments). • Perform annual cost reconciliation, interim rate setting, and Medicaid eligibility matching. • Develop, submit, and update a comprehensive SHS audit process and related templates. • Provide at least four in‑person training sessions, one virtual webinar, recorded trainings, and quarterly online system trainings each year. • Host up to three stakeholder meetings per fiscal year and bi‑weekly project update meetings. • Produce regular deliverables (training plans, audit reports, rate methodologies, settlement reports, newsletters, etc.) with specific due dates. • Invoice monthly; payment contingent on Department acceptance of deliverables. • Must be a Colorado school district, BOCES, or an entity representing them, with recent experience in SHS or similar Medicaid‑funded health programs.
