Utilization Management Review System

The Indian Health Service (IHS) for the Bemidji Area (including Red Lake and Cass Lake Service Units) is seeking a firm‑fixed‑price vendor to provide a Utilization Management Review System (UMRS). The contract will consist of a base year plus two optional one‑year extensions (up to three years total). The contractor must deliver a secure, web‑based software platform that supports admission criteria, length‑of‑stay standards, medical necessity documentation, readmission risk assessment, reporting, and case‑manager productivity tools for inpatient, post‑surgical, ambulatory, and chronic care settings. The solution must be compatible with Microsoft Windows, require no PHI handling by the vendor, and include implementation, training, and ongoing updates at no extra cost. Payment will be made under a Prompt Payment Act schedule, with invoices submitted electronically via the Treasury’s IPP system.
