Description

The Administration for Community Living (ACL) is seeking up to six cooperative‑agreement grants for FY 2027 to be awarded to the highest state courts in the United States. The purpose is to improve adult guardianship and conservatorship proceedings by assessing fairness, effectiveness, timeliness, safety, integrity, and accessibility; implementing needed changes; and/or creating streamlined filing systems that help courts detect fraud and exploitation of protected persons. Grantees will receive between $200,000 and $500,000 each, with a total estimated funding pool of $2.5 million. Eligible applicants are state courts (as defined by the Elder Justice Act Section 2042(b)); foreign entities are excluded. The grant is a cooperative agreement, meaning the federal government will have substantial involvement in the project. The award is expected to be made in August 2027, with project work beginning September 2027. • Target audience: Highest state courts (state government entities). • Funding: $200‑$500 k per award; total $2.5 M across up to six awards. • Scope: Assessment of current guardianship processes, recommendation and implementation of improvements, and development of streamlined filing and fraud‑detection systems. • Deliverables: Assessment reports, implementation plans, system design or process changes, and final evaluation. • Timeline: Application deadline May 17 2027; award August 2027; project start September 2027. • Type: Cooperative agreement (grant).

Budget estimate

$200,000 – $500,000

The forecasted total funding for the program is $2,500,000 spread across up to six awards, with each award ranging from $200,000 (minimum) to $500,000 (maximum). Assuming a successful bid, the client could earn anywhere within that per‑award range, depending on the scope of work they propose and the award ceiling applied. Factors influencing the final budget include the depth of assessment required, the complexity of system implementation, and the level of federal involvement stipulated in the cooperative agreement.
