The Commonwealth of Pennsylvania’s Department of Human Services is seeking a qualified contractor to provide comprehensive technical and consultative assistance to the Office of Children, Youth and Families (OCYF) Bureau of Budget and Fiscal Support (BBFS). • Design, implement, and manage a statewide RMTS sampling system with quarterly reporting.
• Perform twice‑annual on‑site QA reviews of 67 CCYAs, produce standardized summary reports, and support Title IV‑E audit readiness.
• Provide on‑site fiscal, policy, HR, and per‑diem analyst support, including data analysis, budget preparation, and compliance guidance.
• Deliver monthly status updates, quarterly and annual fiscal reports, and maintain a secure, HIPAA‑compliant data environment.
• Meet SDB (18 %) and VBE (3 %) participation goals and fulfill the Contractor Partnership Program hiring target for TANF recipients.
