The State of Delaware’s Division of Child Support Services is seeking a prime vendor to design, build, operate, and maintain a comprehensive New Hire Reporting program. The contractor will collect employer‑reported new‑hire, termination, and wage‑withholding data, transmit it to state and federal directories, provide employer outreach, run a public‑facing web portal, and generate required statistical and compliance reports. The effort is a fixed‑price, multi‑year professional services contract with a five‑year base term and optional extensions. • Design and implement a secure, WCAG 2.1 AA‑compliant web portal for electronic employer reporting. • Manage data collection, validation, and transmission to the State Directory of New Hires and the National Directory of New Hires, meeting Delaware statutory and federal requirements. • Provide ongoing employer outreach, customer‑service support (including a 2‑business‑day response SLA), and produce mandatory monthly and quarterly reports. • Maintain strict data‑security compliance (DTI policies, IRS Pub 1075, FIPS/NIST standards) with all data stored within the United States.
