Description

The New Hampshire Department of Health and Human Services is seeking responses to this Request for Applications (RFA) from qualified vendors to provide short-term housing to individuals in behavioral health crisis who are seeking services and do not otherwise have access to safe and stable housing in New Hampshire. The selected vendor(s) must provide short-term crisis housing that serves as an alternative to hospitalization and/or institutionalization, with a maximum length of stay of 7 days. The vendor(s) must also ensure that the short-term crisis housing is available on a voluntary basis and allows individuals to come and go as needed. The scope of services includes providing a peer-based approach to behavioral health, coordinating referrals for necessary services, and ensuring that individuals have access to high-quality, integrated care. • The vendor(s) must provide short-term crisis housing in a community-based environment. • The vendor(s) must ensure that all short-term crisis housing is identified and operational within 30 calendar days following the contract effective date. • The vendor(s) must receive referrals from Community Mental Health Centers (CMHCs) and Doorways. • The vendor(s) must align with SAMHSA’s “The National Guidelines for Behavioral Health Crisis Care – A Best Practice Toolkit”. • The vendor(s) must comply with the Americans with Disabilities Act. • The vendor(s) must provide a private area for individuals to access a telephone as needed. • The vendor(s) must ensure that an individual's stay at short-term crisis housing is for up to 7 days based on the individual’s needs.

Budget estimate

$2,000,000 – $5,000,000

The funding for the resulting contract(s) is anticipated to be approximately $3,662,989, inclusive of all contracts awarded. The budget for the selected vendor(s) will depend on the number of beds provided and the all-inclusive rate of $214.88 per 24-hour period. Assuming the vendor(s) provide the maximum number of occupied beds (17,042), the total budget would be approximately $3,662,989. However, this is just an estimate and the actual budget may vary.
