Community Development Block Grant Program Consultant

The State of Connecticut’s Department of Administrative Services is seeking a qualified consultant to provide expert services for the Community Development Block Grant (CDBG) Program. The consultant will assist with program administration, compliance, financial reporting, and strategic planning to ensure effective use of federal CDBG funds. The work includes public‑finance expertise, management and business professional services, and public administration support. • Scope includes analysis of grant eligibility, preparation of financial statements, and audit support. • Deliverables: comprehensive program management plan, periodic progress reports, and final compliance audit. • Required experience in federal grant administration, public finance, and consulting for municipal entities. • Contract will be awarded to a single vendor; all qualified vendors may submit proposals.
