NOAA NOS OCS Coast Pilot Production System- Maintenance and Support

The NOAA Office of Coast Survey seeks vendors to provide ongoing maintenance, upgrades, and technical support for its Coast Pilot Production System (CPPS). The effort includes system fault analysis, testing, debugging, implementation of software upgrades (including .NET, Bootstrap, CKEditor), weekly data updates, security compliance, and user support. The work will be performed primarily off‑site with occasional on‑site visits at the OCS office in Silver Spring, MD, and will be structured as a one‑year firm‑fixed‑price contract with up to four optional one‑year extensions. Interested firms must demonstrate experience in custom software development, maritime publishing, and federal IT security requirements. • Maintain and enhance CPPS functionality, ensuring weekly updates and system stability. • Upgrade core technologies (Microsoft .NET, Bootstrap, CK Editor) within 12 months of award. • Provide monthly activity reports, invoicing, and annual IT security training documentation. • Deliver telephone/email support during standard business hours and rapid response for outages. • Comply with DOC IT security policies, NIST guidance, and ensure no contractor‑owned devices connect to internal DOC networks.
