Description

The City of Newark is seeking a qualified contractor to conduct a co-located solar and energy storage feasibility study. The study aims to investigate the regulatory, technical, and economic implications of co-located solar and battery energy storage systems (BESS) at residential, commercial, and industrial levels. The selected contractor will work with the City and Energize Delaware to develop a framework for supporting customer installations and reaping the benefits of co-located solar and energy storage. The scope of work includes conducting a thorough review of the regulatory landscape, technical study, and economic analysis to determine the feasibility of co-located solar and BESS installations. • Conduct a thorough review of the relevant regulatory landscape of demand-side battery storage • Conduct a thorough technical study on the impact of co-located solar and BESS on the utility • Recommend incentive structures for each customer level • Analyze resiliency benefits of various levels of penetration of demand-side co-located solar and BESS • Synthesize findings to support the City of Newark working with Energize Delaware to launch a public-private partnership strategy for installing co-located solar and BESS
