Independent Auditor for Healthy School Meals for All Program

The Colorado Department of Education is seeking an independent auditor for the Healthy School Meals for All Program. The auditor will be responsible for conducting a biennial audit of the program, which includes a financial audit and a performance audit. The auditor will be expected to develop an audit plan, conduct fieldwork, and submit a final audit report to the Department. The report should include findings, conclusions, and recommendations regarding the allocation, utilization, and tracking of funds across the Department and the School Food Authorities (SFAs). The auditor will also be expected to assess compliance with statutory goals, such as reducing hunger, removing stigma, and improving access to healthy meals. The Department anticipates that the auditor will need to directly engage with approximately 194 participating SFAs, but the extent of direct engagement will depend on the auditor's proposed sampling and data-gathering methodology.
