Helicopter Spraying and Surveillance for DNREC Phragmites Control

The State of Delaware’s Department of Natural Resources and Environmental Control (DNREC) is seeking a qualified contractor to provide statewide helicopter-based herbicide application and aerial surveillance to control invasive Phragmites. The contractor must supply a turbine‑engine helicopter equipped with a calibrated spray system, a mix‑truck, qualified pilots with pesticide applicator certifications, and the ability to respond to state requests within 24 hours. Work will occur primarily between August 10 and October 31 each year for a base period of two years, with up to three one‑year extensions and possible short month‑to‑month extensions. Pricing is a fixed‑price per acre (all costs bundled) and must remain locked for one year.
