FOMS SOFTWARE DEVELOPMENT

The Federal Aviation Administration is seeking a qualified vendor to provide comprehensive agile software engineering, modernization, maintenance, and security support for the Flight Operations Management System (FOMS) mobile and web application suite. The work includes developing new iOS iPad functionality, enhancing the Java/React web platform, and delivering system information‑security documentation in accordance with NIST 800‑53 Rev 5. The contractor must staff senior and intermediate computer scientists, a program manager, and possibly .NET expertise, and must submit monthly status reports, quarterly reviews, and timely technical interchange minutes. Work can be performed remotely, on‑site at FAA facilities in Oklahoma City, OK, or at Alliance Airport, TX, with a base period of one year and four optional one‑year extensions. • Agile development of iOS (Swift/Objective‑C) and Java/React/Go web applications. • Ongoing maintenance, defect resolution, and security hardening (ATO support). • Required deliverables: kick‑off minutes, monthly status reports, quarterly program reviews, edited technical interchange minutes, and functional deliverables per Appendix A/B. • Staffing requirement: ~7 FTE covering senior mobile, senior web, intermediate web, program management, and .NET roles. • Reporting cadence: monthly reports due 10th of each month; technical minutes due 2 business days after meetings; overtime requests 48 hours in advance.
