Description

The Delaware Department of Transportation is seeking qualified contractors to construct the Adams Street Pathway Phase II in Wilmington. The project includes constructing a shared‑use pathway, ADA‑compliant sidewalks and ramps, stone curbs, a modular‑block retaining wall, utility adjustments, decorative metal fencing, removable steel bollards, and extensive traffic‑control measures. Work will be performed under standard DelDOT specifications, must comply with Buy‑America, prevailing‑wage, and environmental requirements, and includes coordination with Amtrak and other rail carriers. • New paved shared‑use pathway and ADA‑compliant sidewalks along Adams Street. • Installation of modular‑block retaining walls, stone curbs, decorative metal fencing, and steel bollards. • Utility relocations, drainage improvements, and extensive traffic‑management (traffic officers, temporary signage, lane closures). • Coordination with Amtrak for railroad‑adjacent work and compliance with Buy‑America and prevailing‑wage rules.

Budget estimate

$8,000,000 – $20,000,000

Based on similar municipal roadway and pathway projects of comparable length (approximately 1‑2 miles) and complexity (retaining walls, utility relocations, traffic control, and rail coordination), a contract value in the range of $8 million to $20 million is plausible. The estimate accounts for material costs (concrete, steel, asphalt), labor (prevailing‑wage rates), and specialized services (traffic officers, rail‑safety coordination).
