Description

The Town of Chapel Hill is seeking qualified contractors to provide emergency disaster‑debris clearance, removal, reduction, and disposal services when a natural or man‑made disaster occurs within the municipal limits. The contract will be funded with FEMA federal assistance and requires strict compliance with federal, state, and local regulations. Two contracts (primary and secondary) may be awarded, with a base term through June 30 2027 and optional extensions. • Scope includes loading, hauling, grinding or incinerating debris, operating Debris Management Sites, and detailed documentation for FEMA reimbursement. • Contractor must mobilize within 24 hours of activation, provide 24‑hr on‑site project management, and submit monthly invoices with a 10 % retainage. • Evaluation is heavily price‑driven (50 % weight) with additional technical, experience, and equipment criteria.

Budget estimate

$500,000 – $5,000,000

No contract value is disclosed, but similar municipal disaster‑debris contracts range from several hundred thousand to several million dollars depending on the scale of the event and volume of material removed. Assuming a mid‑size disaster requiring 150,000 cubic yards of debris removal at typical equipment and labor rates, the contract could be roughly $0.5 M to $5 M. Factors influencing the range include the number of activation events, distance to disposal sites, and any required grinding or incineration costs.
