POSTAL SERVICES

The US Army is seeking a contractor to provide postal services for the Michigan Army National Guard. The contractor will be required to provide a postal solution that allows state of Michigan postal representatives to weight, calculate, and print United States Postal Service (USPS) postage from a Department of Defense (DoD) computer. The solution must include consolidated reports for all sites and meet various technical requirements. The contractor will also be responsible for providing maintenance, repair, and replacement of equipment, as well as training and diagnostic service calls. The period of performance is scheduled to begin on September 25, 2025, and will last for 60 months. The contractor must provide postal services for 38 locations in Michigan, with one high-volume location and 37 low-volume locations. Some key features of the required postal solution include: • Automatically updating USPS rate changes within 24 hours • Providing electronic certified mail capabilities to each site • Allowing administrative control over subaccounts for purchasing expendable items • Providing usage reports to the government on a monthly basis • Including administrative capability to track expenditures down to the penny for audit purposes The evaluation criteria for this contract will include price, past performance, and technical approach, with all factors rated approximately equal.
