PSC PJM Consultant

The Delaware Public Service Commission is seeking a qualified consulting firm (or a joint‑venture with a designated prime) to serve as its “PSC PJM Consultant” for a three‑year period (with up to two one‑year extensions). The consultant will represent the PSC in PJM and OPSI stakeholder meetings, monitor market processes, draft comments and filings for the Federal Energy Regulatory Commission, assist state distribution utilities with transmission planning, and provide ad‑hoc briefings and analysis to PSC leadership. The award will be based on a best‑value evaluation that balances technical qualifications, relevant experience, and price. The solicitation requires extensive documentation, including five hard‑copy proposal copies, an electronic copy, a separate pricing file, numerous certifications, insurance proof, and ongoing monthly and quarterly reporting. No bid bond is required, but the vendor must maintain appropriate licensing, insurance, and background‑check compliance.
