Printing and Mailing of Tax Bills – Santa Fe County, NM

Santa Fe County’s Treasurer’s Office is seeking one New‑Mexico‑resident vendor to provide end‑to‑end design, high‑volume commercial printing, variable‑data imaging, CASS/NCOA certification, and compliant mailing of all county tax‑bill related mailings. The work must be performed entirely in‑state, with all data handling, programming, and production kept on‑site; subcontracting is limited and must be disclosed. The contract is a four‑year, all‑or‑none award with a performance bond equal to the total contract value and steep penalties for late mailing. • Produce tax‑bill forms, payment‑plan inserts, informational notices, and various property‑type bills on specified stock and formats (24 lb OCR bond, 8½×17″, etc.). • Image variable data from magnetic tape, CD, FTP or Zip disk onto printed forms and return media within 5 days of receipt. • Assemble and presort mailings (outgoing #10 double‑window envelope + two return #9 envelopes) meeting Postal Reform Act requirements, and deliver sealed batches to the U.S. Post Office in Santa Fe. • Provide proofs, maintain 100 % deliverability, and re‑print/re‑mail any defective items at no extra cost; supply PDF images of all printed bills. • Meet insurance (GL $1 M, E&O $1.5 M/$2.5 M), living‑wage, and data‑security mandates; furnish required preference certificates for potential point bonuses.
