Description
The City of Shenandoah, Texas is seeking a qualified consulting firm to develop a comprehensive 3‑5‑year Strategic Plan that will guide the municipality’s vision, priorities, goals, and implementation framework. The firm will conduct a full range of services including project initiation, existing conditions assessment, extensive stakeholder engagement, visioning workshops, development of strategic priorities, performance measurement frameworks, and a detailed implementation roadmap, culminating in a professionally designed final strategic plan and supporting presentation materials. The effort is expected to take approximately 6‑9 months and carries a budget of about $60,000.
• Facilitate kickoff, public engagement, and council workshops.
• Analyze existing city documents, demographics, and economic data.
• Produce deliverables such as Assessment Report, Engagement Plan, Vision & Values Report, Strategic Framework, Performance Measurement Framework, Implementation Plan, Draft and Final Strategic Plans.
• Provide all labor, materials, and expertise; submit four hard‑copy copies and electronic files by November 17, 2026.
• Preference for firms with municipal strategic‑planning experience in Texas.
