The Texas Department of Transportation (TxDOT) Aviation Division, on behalf of the City of Commerce, is seeking a qualified consulting firm to develop an Airport Layout Plan (ALP) with narrative and an 18‑B obstruction survey for the Commerce Municipal Airport. The effort includes updating the master plan, conducting demand forecasts, evaluating land‑use alternatives, and producing final design documents and a construction‑in‑progress (CIP) recommendation. Respondents must submit a concise qualifications statement (max 9 pages) outlining technical approach, relevant experience, key personnel, and a proposed schedule expressed in weeks.
