Description:
The State of Nebraska’s Public Service Commission is soliciting a qualified vendor to design, build, test, cut‑over, operate, and maintain a statewide Emergency Services IP Network (ESInet) and Next Generation Core Services (NGCS) that will enable NG911 across all 68 PSAPs. The contract is a full‑life‑cycle “system‑as‑a‑service” covering network architecture, core routing, GIS integration, security, 24×7 operations, training, and ongoing maintenance for a base period of five years with up‑to‑ten one‑year renewal options. The effort requires compliance with NENA i3 standards, high‑availability (99.999 % availability) and robust security (TLS 1.3, DDoS mitigation ≥ 1 Tbps). • Design and implement a redundant, IPv4/IPv6‑enabled ESInet that interconnects all PSAPs, OSPs, and legacy gateways. • Deploy NGCS functional elements (BCF, ESRP, ECRF, LVF, LIS, policy store, logging, bridge, etc.) with full i3 conformance and GIS‑driven routing. • Provide 24 × 7 NOC/SOC, SLA‑driven support, training for PSAP staff, and optional value‑add services such as hosted Call‑Handling Equipment. • Manage migration from the incumbent Lumen system, including legacy gateway integration and data‑center hosting (minimum one in‑state site). • Deliver comprehensive reporting, security monitoring, and documentation per NENA, FCC, and NIST standards.
