EPA- Statewide Aqueous Film-Forming Foam (AFFF) Collection, Transportation, and Destruction Services RFP

The State of Ohio, through its Environmental Protection Agency, is seeking a qualified contractor to collect, transport, and destroy statewide stocks of aqueous film‑forming foam (AFFF) that contain PFAS. The work is divided into two geographic zones (East and West) and will be performed via a “milk‑run” collection model, with optional sealed‑container drop‑off sites. The contractor must provide full chain‑of‑custody tracking, obtain all required permits, use an approved PFAS‑destruction technology meeting required DRE standards, and deliver monthly progress reports and certificates of destruction for each generator. The contract runs from award (early December 2026) through June 30 2028, with a mandatory destruction completion deadline of 31 December 2027. • Collect and transport sealed and unsealed AFFF containers from fire departments, airports, and emergency‑management agencies across Ohio. • Use barcode/QR‑code tracking, maintain chain‑of‑custody logs, and meet EPA‑specified destruction‑and‑removal efficiency (≥ 99.9 %). • Provide monthly reporting, project management, and support a media event for the West zone in early January 2027.
