Description

The City of Wilmington is seeking up to two qualified hoteliers or short‑term‑rental owners to provide optional, fully equipped temporary‑relocation lodging for individuals or families displaced by the city’s housing‑rehabilitation projects. Lodging must be located within Wilmington city limits, include cooking facilities, and be delivered within ten business days of a relocation request. The contract is a fixed‑fee, 12‑month award with two possible one‑year renewal options, and the City will evaluate proposals on experience, quality, cost‑effectiveness, references, and MBE certification. • Provide safe, clean lodging units with kitchenettes for displaced residents. • Must respond within 10 business days of a relocation notice and coordinate with the Affordable Housing Manager. • Up to two contractors may be selected; each can supply multiple units as needed. • Evaluation weighted equally across experience, quality, cost, references, plus a small MBE point. • Mandatory insurance, SAM registration, E‑Verify, and non‑collusion affidavits required.

Budget estimate

$400,000 – $800,000

No explicit budget is disclosed, but typical municipal temporary‑relocation lodging contracts cover multiple units at a per‑day rate. Assuming an average rate of $150 per unit per day, 10 units for the full 365‑day period yields roughly $547,500 annually. Adding management, oversight, and contingency allowances could raise the contract value to about $600‑$800 k. A conservative lower bound (fewer units or lower rates) might be $400 k. Therefore, the expected award range is approximately $400,000 to $800,000.
