Description
The City of Alexandria, Louisiana is seeking a qualified firm to provide full‑time, NERC‑certified Transmission Operator (TOP) services for its transmission system. The contractor will operate the Transmission Control Center 24/7/365, maintain SCADA and ICCP communications, ensure compliance with all NERC Reliability Standards and MISO rules, and provide backup power and redundancy. The agreement is a minimum three‑year term with the possibility of renewal, and the contractor will be the prime responsible party for any subcontractors used.
• 24/7/365 operation of the Transmission Control Center with NERC‑certified staff.
• Redundant ICCP, SCADA (≤ 4‑second scan), voice communications, and on‑site backup power.
• Full compliance with NERC, SERC, MISO, and FERC standards; interface with COA’s market‑participation contractors.
• Required insurance coverage including workers’ comp, CGL, auto, and cybersecurity up to $5 M.
• Evaluation heavily weighted toward on‑site demonstration/interview (40 %).
